Answer:

Unless you have a contract that says otherwise, they could do it at any time. They can’t actually make you register, but they could lay you off if you refuse. But I figure this comes up often enough that workers do have some protections.

Someone laid off for that reason would not be considered at fault for unemployment purposes. And contracts requiring a person to register on demand are usually held unenforceable. Also a company would likely open themselves up to a sexual harassment lawsuit if they insisted a specific employee registered while others with the same job description didn’t have to. And claiming that naked is the “uniform” for female staff while men wear a normal uniform probably won’t fly either. I’m sure it’s been tried.
